on the Reports of the European Commission on Bulgaria

The reports of the European Commission on Bulgaria are already a fact. Numerous and diverse comments circulated in the final stage of their preparation. We are witnessing a strong reaction both domestically and in some European media.
Today we have the reports in their final form. They contain quite a few critical assessments, which we must objectively read and reflect on. I wish to point out straight at the outset that they must not lead to denial and negative attitudes to disrespect and underestimation of the work accomplished by the Bulgarian institutions and the Bulgarian society as a whole. Bulgaria is following its European course and the Commission’s assessments both on the progress achieved and the existence of political will should encourage us for swift and vigorous actions.
We must note and uphold the positive steps, made in the legislation, the restructuring of institutions and the strengthening of the human potential, for improving the coordination and control over the management of EU funds and programmes. Those are important factors contributing to the financial, economic and political stability of our country and to the dynamic development of our economy and society.
At the same time, for the sake of objectivity we must admit that serious problems exist in the functioning of a number of institutions and entire systems – the law enforcement and internal security authorities, the fight against corruption and organized crime, the effectiveness of the judiciary, as well as of the institutions directly responsible for the transparency of the procedures for utilization of European funds. Let us clearly state – the positive steps taken during the last few months are just a prerequisite for overcoming the backlog of problems.
Now the legislature, the executive and the judiciary need to reconsider in a comprehensive manner their activities so far and to take concrete measures for overcoming the weaknesses identified in the report and for achieving satisfactory results both for the Bulgarian society and our European partners. The time has come, in parallel with the adoption of laws, to place the emphasis upon their active and uncompromising implementation.
The Bulgarian society has the right to expect:
First – real and practical evidence of our resolve to fight crime and corruption.
Second – improvement of interaction, coordination and control between the institutions, particularly in those areas and units whose activities impede our full integration into the EU.
Third – implementation of effective forms of cooperation with our partners for improved management and administrative capacity. Education and training of a new generation of professionals capable to work in compliance with the European requirements and standards.
It is important for us not to miss the opportunities provided by the EU membership for the overall modernization of our country and for accelerated improvement of the living standards of all Bulgarian citizens.
Our European choice has suffered hardships and is irreversible. We must not let euro-sceptic and populist sentiments prevail. Bulgaria does have the resources and the potential to cope with the challenges and to continue successfully its development.
