Vice President's Powers
By Decree No. 53 dated 23 January 2002, in pursuance of Article 104
of the Constitution of the Republic of Bulgaria, President Georgi
Parvanov devolved to the Vice President the exercise of the presidential
powers referred to in Items 9, 10 and 11 of Article 198 of the Constitution:
- to exercise the right to pardon;
- to decree the acquisition, resumption, release from, and deprivation
of, Bulgarian citizenship;
- to afford asylum.
Along with that, the President mandated the Vice President to exercise
powers under Item 7 of Article 98 of the Constitution, viz. to appoint
the office holders provided for in the Agency for International Aid
Act, the Bulgarians Resident Outside the Republic of Bulgaria Act,
and the Access to the Records of the Former State Security and of
the Former Intelligence Agency of the General Staff Act.
