EMILIYA DRUMEVA
Professor Emiliya Drumeva has graduated Sofia University St. Kliment Ohridski with a degree in law. She obtained the PhD degree “Doctor in constitutional law”, which she defended in the Law Faculty of Sofia University.
She is a research associate at the State and Law Institute at the Bulgarian Academy of Sciences.
She is a university professor – at Plovdiv University “Paisii Hilendarski” and the University of National and World Economy. She has been the scientific advisor and consultant of a number of PhD students who successfully defended their PhD theses in the sphere of public legal sciences. She has had a lot of specializations in the sphere of public law in prestigious European universities and scientific institutions.
In the period 1990-2003 she was director of the “Legal and Legislative Activity” Directorate of the National Assembly, where she actively participated in and contributed to establishing the contemporary Bulgarian parliamentary practices.
She has worked in a couple of parliaments and governments in a row.
In the period 1994-1995 she was co-agent of the Justice Ministry of the Republic of Bulgaria for procedural representation before the European Court of Human Rights in Strasbourg.
In the period 1997-2005 she was the Bulgarian representative in the Committee for the Prevention of Torture (CPT) at the Council of Europe for two mandates.
She is member of the jurisprudence subcommittee at CPT.
In the period 2003-2012 she was a judge at the Constitutional Court, elected from the National Assembly quota.
In the period 2010-2016 she was the Bulgarian representative in the Consultative Committee for the Application the Framework Convention for Protection of National Minorities at the Council of Europe.
In the period 2015 – 2017 she was elected and worked as chair of the standing committee on legal and social sciences and national security at the National Evaluation and Accreditation Agency at the Council of Ministers.
She has publications in a textbook “Constitutional Law”, which has four editions – 1995, 1998, 2008 and 2013 – the last fourth edition was published by SIELA, 787 pages. She has written papers and articles in scientific volumes, she has made presentations at conferences and seminars in the country and abroad.
She is fluent in German, English, French and Russian.
She was appointed as Legal Affairs Secretary by virtue of the President’s decree No. 47 as of 23 January 2017. In the second term of President Rumen Radev she was appointed as Legal Affairs Secretary by President’s decree from 22 January 2022. By virtue of the President’s decree as of 3 July 2023, she was appointed as Legal Affairs Advisor.
