Viktor Mihaylov was born in 1983 in the city of Varna.

 

He graduated from the First Language High School - Varna with English and German. In 2008, he obtained a master's degree in "International Relations" and in 2012 a master's degree in "Law" from the Faculty of Law of Sofia University "St. Kliment Ohridski". In 2016, he defended his doctoral dissertation at the same university on the topic "The European Citizens' Initiative and the EU's Political Agenda".

 

In 2008, he began working in the Presidential Administration in the Policy and Analysis Unit. Since 2012, he has been appointed to an expert position under the Chief of Staff of the President.

 

By Decree No. 120 of March 19, 2026, he was appointed Advisor to the President of the Republic of Bulgaria.
