Nestor Todorov Petkov was born on May 16, 1971 in Ruse. He graduated from secondary education in the city of Usogorsk, Komi ASSR in 1986. He continued his education at the Panayot Volov Higher Military School of Artillery and Air Defence in Shumen, graduating in 1993 with a military specialty of "Military Engineer" and a civilian qualification of "Radio Engineer".

In 2012, at Sofia University "St. Kliment Ohridski" he obtained a Master's degree in Psychology - "Labour and Organisational Psychology".

In 1993, he joined the National Security Service and until 2026 held various positions from rank-and-file officer to team leader.

By Decree No. 206 of June 11, 2026, he was appointed Advisor to the President of the Republic of Bulgaria, effective June 15, 2026.

He speaks English and Russian.
